FAA Advisory 91-36D (Aircraft should make an effort to fly at least 2000' above ground over noise-sensitive areas such as neighborhoods, schools, parks, etc., whenever safety permits.)

HAI Fly Higher Chart (Acceptable noise varies between low and high ambient noise areas.)
